Tobacco and spirits industry in Ukraine is traditionally well-developed. The natural resources of the county’s South enable a viable vine making business. Production of spirits goods is highly developed as well. Enterprises of this segment produce high-quality products, which are popular both in Ukraine and abroad. The same we may be said for the tobacco industry of Ukraine. To date tobacco industry has been one of the most attractive sphere of investments. Thus, the amount of foreign investments exceeds 200 million dollars. These investments allowed modernization of production and considerably improved quality of products. The volumes of export of tobacco products continue to grow as well.

The tobacco and spirits industry in the Russian Federation is in a stage of reorganization.
To date one of the most critical issues is the possibility of state monopoly institution on the ethyl alcohol turnover. Presently the draft of the Federal Law on State Monopoly Institution on the Ethyl Alcohol Turnover is under consideration of the State Counsel of the Federal Meeting of the Russian Federation. This monopoly would not change the form of property of the market participants and would not nationalize branch enterprises. The fundamental/primary objective of the state monopoly institution on the ethyl alcohol turnover is regulation of the ethyl alcohol turnover by means of number of the market participants’ regulation as well as their conduct. Formation of the state annual and executive/operations production balances as well as the balances of consumption and control on behalf of the state according to the specified purpose/end use is the basis of such regulation/ regulatory framework.
The tobacco industry in Russia has its peculiarities, characterized by its high level of foreign investment attraction/utilization. Today, two companies with foreign investment compete with each other in the Russian tobacco market. These are the tobacco factory Petro, belonging to Japan Tobacco and the world known British American Tobacco. It is essential to mention that investments allowed the companies to modernise the production and materially increase the products’ quality. The tobacco products’ volume is growing.
